What if Adama had settled on New Caprica and Laura had stayed in space in the Fleet? Feel free to assume that other characters make different choices as well. Remember, Laura does not have her Presidency.

I feel like (because IMHO Adama visited the surface at least once a month prior to the occupation) visits between them would be less frequent to be honest. The Fleet obviously is in control of transportation and runs back and forth to the surface and I feel like Laura would have less authority (especially as a regular civilian now) to arrange visits back and forth. And, I think that Bill would be so engrossed in trying to help build a civilization that visits to Galactica would not be at the top of his priorities.
I do also think that better structures and buildings would have been put up had Bill been on New Caprica for a few reasons. Firstly, he is the military and thus he would understand the importance of setting up reliable and practical structures. Secondly, we know that he is very handy, so he would be a huge asset to the teams of people who were assigned to building structures. I'm not implying that Laura was incompetent when it came to this task, just that she lacks ( ... )

Who would have been left in charge of Galactica? Would they have gone back after the Cylons came? Does Laura try to have say in such a decision? ... it's all so interesting ...

I think Bill would also have a lot of pull with people in terms of organizing and getting work done as he already has a familial relationship with those in his crew (Laura being far more separate).
