Oh, you meant software! OK then... how about "parental control" software like Browse Control. As the name implies, it's for controlling parents! (You probably don't want that specific product since it's expensive, but I don't know much about the pros and cons of individual packages since they're against my religion. There are lots.)

Dual boot your computer into another operating system configured to block all incoming internet traffic.

Or, create another user on your windows machine and somehow limit their internet access. Hmmm, not sure how to do that.
