I've never heard the song before, but a quick google search would suggest its 'Up the Bracket' by The Libertines.

Upon re-reading the song is actually called 'What a waster', from the album 'Up the Bracket'. The band was still right, which answered your original question.

Did I mention that I have't actually heard the song?
