Yes, this is Nii and Kami-sama.
Why does he treat him as he does? Hm, I will leave this answer to the people reading Saiyuki and the autor herself.
Fans can only re-interprete it as they wish for.

Oooo, creepy! I love the sense of anticipation on Ukoku's behalf, of the yearning for someone he knows he can't have now, and the pseudo-Koumyou he makes in his place, nurturing until he can take what he wants... like I said, creepy :)

Creepy is one of the good words describing it, in my opinion (as well as my style of writing). And the pseudo-Koumyou thing...
