So, I've been in Tunisia for work, with our Ambassador to Tunisia.  We have a system of accrediting our Ambassadors to countries from Singapore- hence "non resident Ambassadors" ( A Non-Resident Ambassador does not reside within the country to which (s)he is accredited but lives in a nearby country.
