It seems like you've pretty much done all the hard work.
The only outstanding issue is the neck shaping and for that I'd recommend Ann Budd's Handy Book of Sweater Patterns, since you don't mention what sort of neck you'd like on this cardigan.
I honestly think the best thing is to knit this and figure it out as you go along. It looks like you've pretty much covered all your bases, but the only way you'll know for sure is to pick up those needles!
There's a men's version of this sweater that has a simple crew neck in garter stitch. It starts a bit higher than the turtleneck for the womens' does. I think I can use that to figure out what to do.
Have you tried plugging in your gauge and style to a program like Sweater Wizard? That's what I normally do when I need to upsize something for me. The program has more than paid for itself for me :)

But using the spreadsheet should help a lot. I usually dive in and then fix later, which takes a lot more time.
