There's no way to know for sure, but my best guess is he likes you and is interested in you, but you told him you didn't want to go out with him, so he's waiting until you tell him you feel otherwise before he's comfortable talking about moving anything forward. If you do want things to move forward, you should tell him that you feel you know him well enough know, you really like him, and you'd like to go out with him if he's still interested.

I agree with all the above here. I suspect what he had to tell you was his interest in having a relationship with you. But since you've stated you were not interested in a relationship he decided to keep mouth shut rather then risk making things worse.

Decide what kind of relationship you want with him, if any and let him know where you stand. The more open you are with him about what you want and let him know that your willing to think on anything he says the more he'll be willing to talk to you.
