If you're truly not interested in being friends, then cut ties now. Talking to the guy just makes him think maybe you are still friends with a chance of a possible connection. Stop chatting with him online and then you don't have to say anything else.
As for his lies, you don't really say what he lied about. but maybe he wants to make amends or maybe he had a reason for doing it. Maybe it would be helpful to confront him about what happened and get to the bottom of why he lied to you. You can tell him that he lost your trust and friendship because of the lies. The worst that can happen is that he realizes what he did and learns from it come future friendships he has.

I'm sorry. I guess that was a big detail because his "stories" definitely weren't run of the mill. Among the worst was that he made up a pretty serious and elaborate illness so that I would sympathize :/ He had the sweetest (seeming) personality, so I ate it up and now feel for stupid for having believed any of it.
