According to a sign that the City of Binghamton left taped to my front door, my landlord currently owes them in excess of $4,000 for water and sewage bills. If he doesn't pay, they shut off the water on October 1. This is not actually the first time this has happened.

How freaking long do you have to not pay to run up a $4000 bill? Like, twenty years?

Well, he owns like five different properties in Binghamton, so that probably has something to do with it but since the same thing happened with the electric I think it's been a good five years since he's paid any utility bills.

That isn't even the worst part. City of Binghamton is issuing notices for all the property owners who haven't paid their water bills. It was in the local paper, along with a story about a business that owes more than $30,000
