Hey, Crystal! I was doing some poking around, and I found this site that might help you:

It says their graduate engineering program is 19th in the country, and their electrical program is 18th. That sounds pretty good... but I'm not sure how many programs they were ranking.
Anyway, here's the department's home page:

It looks like it's definitely cheaper to move and get the in-state tuition. According to U.S. News & World Report, here's what tuition was in 2005:
