The Cane Creek C1 headset is cheap because it's heavy and it doesn't have sealed bearings. However, it is very durable, and easy to maintain, and should last a long time.

The handlebar is a Ritchey BioMax Pro.

Also, yes, it's ok to mismatch V-brakes with road brake levers if you install a "travel agent" cable adapter on each brake line.

I've never had a bad experience with the people that work in independent (or small chain) bike shops. I've only had bad service at big box sporting goods stores (besides REI).

I have some experience with snobbery in some shops. It's like they feel like they have to prove they know all about bikes... dude, I wouldn't be coming to see you if *I ALREADY* knew what I needed/wanted... These guys were really laid back, and they were laughin' and jokin' and helpin' us out. I really like this place.
