it was Richard "Tricky Dick" Nixon started the "war on drugs" ...with Methadone clinics, spraying Paraquat on Mexican Marijuana fields

Interesting side note is that it was President Carter who authorized the massive expansion of paraquat spraying on Mexican fields (under loud protests from the Mexican government). And Carter created the office of, and appointed the first drug czar, Peter Bourne.
