brakes and rotors?

quick question for anyone who knows a little about cars...
if the brake rotors are technically ok (say in the yellow zone instead of the red zone) and the brakes pads get changed, would the brakes be any less effective?

No.

Think of brakes on your bike. If the pads are worn down enough that the wheels themsleves are starting to get scraped it takes a little bit before they are scraped enough to make the brakes ineffective. So if you replace the pads soon enough you should be ok. It's when you wait juuuuuuust a little too long that they might get messed up too much, but your mechanic would know best.
