Photoshop CS2. Uses selective coloring.
Mild difficulty.

Notes
It won't work for every icon.
Play around with settings to suit your own base.
Don't use this to produce an exact replica.

Step 1.
Duplicate your base.
Set it to screen at 80%.
Sharpen if needed.


Step 2.
Create a new selective coloring layer.
Input the following.

Reds
cyan (-100)
yellow (+100)

Yellows
cyan (+100)
yellow (-100)


Step 3.
Create a new layer and fill it with (#DFFFED).
Set this layer to softlight at 100%.


Step 4.
Create a new layer and fill it with (#11203F).
Set this layer to exclusion at 100%.


Step 5.
Create a new selective coloring layer.
Input the following.

Reds
cyan (-100)
yellows (+100)

Yellows
cyan (+100)
yellow (-100)

Neutrals
yellow (+40)
black (-15)


Step 6.
Duplicate your base twice.
Drag both to the top.
Set the first to softlight at 100%.
Set the second (at the very top) to softlight at 60%.


Step 7.
Create a new layer and fill it with (#F3F3F3).
Set this layer to colorburn at 100%.


Step 8.
Create a new selective coloring layer.
Input the following.

Reds
yellow (+100)

Yellows
cyan (-100)
yellow (-100)

Neutrals
yellow (+20)


Thats all.
