Fanservice and Feminism: A Quick Question

Thanks to everyone who've voted on my poll about skimpy comic book costumes!  If you haven't had a chance yet, you can still find it here.

I'm hard at work on my post about fanservice in comics, but I had one more question for everyone.  I'd really appreciate it if you could take the time to answer.  My question is this:

Donna's isn't really one of the worse ones and it's mostly the unnecessary cleavage.

Dick, on the other hand, has an actual reason for his costume design - it was based off the acrobat costume from the circus and is meant to honor his parents' death, rather than the "...just because" of a lot of the women's costumes. The main point is that there is legitimate plot reason for his costume, which = more back story & characterization.
