We were actually just discussing this at work the other day.  The winner was being a mall Santa in Peru.

Why Peru in particular?

One of the people in the conversation is from Peru. His explanation was that in Lima, it is summer in the desert, but you still have to dress up in red velvet and fake fur. It probably applies over a wider range than just Peru, but that was given place.
