I made a double-batch of pumpkin bread, which I poured into two loaf pans and baked in the same oven at the same time for the same *amount* of time. The only difference was a scattering of walnuts on top of one of the loaves. At the end of an hour, one was done in the center; the walnut one wasn't. you also might want to get a thermometer for the inside of your oven and test not only the overall temperature but different areas.

It could be that your oven thermostat is off or that (If it's electric) the coil isn't heating all areas of the oven evenly.

Cookies aren't too picky but any kind of bread is.
