Matt tells me he wants to "take it slow"

What does he mean by that? When we hang out he acts like he likes me a lot, like he's always rubbing my back and he's always got his hand somewhere on me (not like that).

But when we're not together he doesn't talk to me much...

I need a girl's opinion

If he wants to take it slow there's nothing you can do BUT take it slow. If you try and rush him, he'll either get annoyed or freaked out and lose interest. Don't try to talk to him all the time, let him come to you and eventually he'll come around :) In the meantime, go out with your girlfriends...........ie me
