I almost went NUTS making them. Nucking futs, I tell you! LOL I haven't made icons in, oh, forever and went to dive back into it and OMG I found an even easier way to make those than the way I used to go about it. It's super fast and amazing. Feel free to hit up the suggestion box if you want more water icons of anything in particular. :D

I believe it's called Water Reflect v. 2.7. I used to make 'em the hard way using wavy effects with the various layers before merging the layers of each image and animating them. Took forevers, I tell ye! Today I thought I'd google tutorials thinking that maybe--just maybe--there was a faster way to do it than what I'd been doing. Didn't expect to discover a quick and ultra simple new program. Now I just edited the crap out of the images the way I always do, saved them as jpg, then popped them into the new hotness. Twas fun! Try it. ;)
