My son's 9 and I still don't let him go out and play without me or another responsible adult/babysitter watching. No, I'm not overprotective, but unfortunately, it's the world we live in that requires this type of parenting.

One of the big reasons why we moved to Daniel Island is so that we could allow my kids to go play. Even so, I can't imagine not checking every 20 minutes or so unless you know they're over at someone's house (with a responsible adult who's phone number you've got in hand).

My kids are only allowed to play on the porch, in the small park I can see from my yard, or at a friends house (that I know), they are NOT allowed to go into someone elses home unless I know the parents personally.
