One of the things that wasn't addressed is the amount of time spent dealing with the switch, and the associated costs. For example, my friend works at Amazon, and he says the fall switch is a royal pain in the ass, making sure that transactions are recorded correctly. Switching to UTC/GMT would be a help, but that's not going to happen...
I don't care which setting we use. Just get rid of the damn change. Pick one time setting and stick with it. People will cope.
Actually your friend is quite right. Fall is the only time we have to stop transactions/queue them up to avoid doubling up database insertions.
UTC/GMT would solve a lot of problems in companies with multiple timezone installations. If I tell you I'm doing something at 20:00GMT, there is not a lot of confusion about Which 8PM I mean.
