What's really hard here is where the question of anonymity fits into all this. A cyberstalker's activities would be significantly hindered through a more hardline removal of anonymous internet activity. On the other, a number of cyberstalking attacks are in fact that stalker attempting to destroy his victims anonymity. In a free society, you want your citizens to have the right to their privacy.
It is good to see information getting out though. The growing awareness of the severity of identity theft (mostly by companies advertising the prevention of it) has pushed it into the public awareness enough that cyberstalking is getting away from the stigma of 'it isn't happening in the real world'.
