I can guarantee that the owners of the buildings ablaze there, and the flats above them, were not 'rich people'. That's London Road, a shitty, polluted, neglected part of West Croydon. And the police deliberately kept people there to prevent them getting into the chain stores and department stores of the city centre.
I think 'the government and the rich people' won this one.
With the usual vital caveat that trying to figure out the causes of that behaviour, and thinking about what might be the most effective way of reducing it, is not condoning it.
