I really cannot imagine it not having been to Camus. I don't see him pursuing anyone or accepting anyone else's pursuit; his focus is on Other Things and no one else would be likely to challenge his notion that the proper thing to do is to eventually marry a nice girl (and if an actual nice girl were pursuing him, he'd probably not manage to recognize it for what it was).
As for how that happened... some time after they left the Knights to join Riou's army, Camus kissed him, completely out of nowhere. After he stopped being completely flummoxed (which probably involved a few repeat occurrances), he realized that he rather liked it, and things went on from there. (Or so we have discussed; it hasn't been played out yet because we've had other things occupying our creative energy.)
The circumstances depend (slightly) on the storyline, but it's always to Emishi because he's never let himself get that close to anybody else on account of the danger to them.
...if it wasn't to Tsuzuki, then it was before Tsuzuki, and the less said about either of those the better, I think. (Also he doesn't talk to me about either much, though he's said more about Tsuzuki than about his actual life.)
In law school (thus at 18), he hasn't divulged yet whether it was during his disastrous attempt at an actual relationship (nor has he told me if that was with a guy or a girl) or if it was later.

Hey, Phoenix? This is extra-canon knowledge - he's still not telling you.
