I remember he befriended the Strong Man, became an elephant performer, and had a monkey as a best friend...

The circus rallied to make the boy a pair of brand new performance shoes, and the monkey was accidentally shot... I can't remember

It might be Toby Tyler, or 10 Weeks With a Circus. It is a live action Disney movie from 1960.
