WTF?

The article recommended that D.C.'s [...] drivers not attempt to complete their turns until pedestrians have cleared the crosswalks.

Isn't that part of the road rules, that pedestrians have right of way in certain circumstances? I admit I'm only knowledgeable about the rules for here, but that's certainly one.

And yeah, pedestrians in a crosswalk crossing on the light certainly had right of way when I took my driving test. (Ironically, the town in which I took it was not big enough to boast any actual crosswalks.)

As far as I know, it's the law *everywhere* in this country. Which is why I'm not sure why I got picked on.

Are you, in a sense, saying the cop reprimanded you for not hurting/scaring to death/killing the pedestrian?
I just woke up and my brain is still asleep so probably got that part the wrong way.

No, it's not your brain. The officer basically told me to turn into crosswalks and let the pedestrians try to get out of my way. >.
