I admit, I use Audacity, but I've had Adobe Soundbooth recommended to me. I've never used it so I can't vouch for it, but Google and ye shall find further info. Good luck, at any rate.
Reinstall garageband from the disk, then immediately do the system update to get the latest 1.1GB of updates for garageband. (Yes, it's really over 1GB of updates). I know it sounds like what you've already done, but just give it a whirl.

Apparently, GarageBand can freeze on startup if either file permissions or your preferences have become corrupt. There's a fairly straightforward set of fixes here;

Finally, if that doesn't work... I suggest you talk to the germans about removing their various gremlins from your machine (or go to a real mac guru)

That's the link to appdelete. $5.00, but effective to delete an annoying application. Use it, then reinstall if all else fails. Good luck.
