I can tell that you're probably confused. The premise was this: every year, McGonagall and Snape make a good natured bet on their house quidditch teams. For many miserable years, McG had to pay Snape but when Gryffindor won the Quidditch Cup in Harry's third year, Snape finally had to cough up to McG. If she seems a bit smug, it's because Snape had been feeling extra confident and upped the stakes that year.
Perhaps a bit excessive for a concept, but I thought it worked. ;)
