When a G and U are together, they make "weh" sound, but it isn't really a "weh" sound per se; it is more of a very soft "gooweh." A G can also sound like a hard G in English, as heard in gate, good, gash -- but it can have a "HEH" sound too, as in the name Gerardo, which is pronounced "HEH-rar-do."
It's all over the place, man.
BUT, going back to that "weh" sound, this explains why this t-shirt is hilarious and every Mexican that sees it, thinks it rocks.
