Because heroes are nothing without a villain to measure themselves against. Without motivation a hero would just sit at home. If Palpatine wasn't a dick would there be a Rebellion? If Voldemort hadn't come back would Harry Potter have been just some semi-famous moderately good wizarding student? If Sauron hadn't forged the One Ring the Fellowship would never have formed to destroy it.
Mr. Glass from Unbreakable had it completely right.
