I used PHPWebsite a few years back. I ran into a problem with the login name being displayed wrong and posted in their help forums and they never responded.

Here is the User's Guide. I'd check that first.

Your mileage may vary, but I'd also post to their support forums.

First thing I'd ask though, before going headlong into this is why they need a CMS. Especially if they are setting up a tech database, forum, etc.

There are other options such as WordPress, famous for it's 5 minute installation. Here is the WordPress Wiki.

Or you could simply setup a Bulletin Board.
