What I'm finding a lot these days with the students I teach is that they've grown up with their parents making way too many excuses for them. So they get used to living a life where if they do anything wrong, it's okay because they're just a kid or just a teenager or something like that. It's actually created huge problems in the classroom in the past for me, because any time I try to hold a student responsible for his/her actions s/he will exclaim, "But I'm just a high school/middle school student!" or something along those lines. Like it's an excuse that should pass to forgive the wrong behavior. It's really frustrating.
Therefore, I completely agree with you. Parents need to start out at a young age with this, and not excuse their kids' bad behavior simply because of their age.
