I'm not sure about either, but I know that a lot of people are less powerful than they were back home. I imagine the Captain did it to make them less dangerous, or perhaps put everyone on a more even playing field, but I can't even begin to comprehend why he does anything.

I can only offer you advice about vampirism, with the obvious side-effect of having to drink blood in order to say alive. Other than that, immortality as a whole can be a horrible burden if you do not adapt fast enough to the changes of society.

They're Blue Mages that work for the Empire of Aht Urghan. I don't know the exact details aside from being experimented on so they can learn skills of their enemies as magic. If they loose control, they become monsters. Its as simple as that.
