In her right mind and as a civilian, Hotaru is capable of healing others by touch. But this seems to apply to wounds that aren't severe, otherwise, Hotaru will drain herself and become weaker; even the process of healing others is exhausting to her. She seems to be sensitive to the spiritual and paranormal, and this definitely comes up quite a bit since Hotaru nearly passes out when a daemon manifests or when she feels the Holy Grail popping up when Sailormoon finds it.
However, when Hotaru isn't in her right mind, she's capable of insane strength that seems unfathomable to this frail girl. She has broken a classmate's arm, killed her own goldfish, paralyzes others, and surges others with over-whelming energy. In this state, Hotaru is a bundle of dark energy; but atypical to her, she will faint and not recall any of it.
Finally, Hotaru and Mistress 9 aren't even aware of her powers of a Sailor Senshi. Hotaru is the final solider, that the outer senshis recall that "the one that must not be awaken". She is solider of the planet Saturn and her powers revolve around Saturn being the God of harvest, time, and being all-devouring. When the world is threatened with a powerful being not even Sailormoon can get rid of, Sailorsaturn comes forth.
Her less damaging attack is Silence Wall, which is a defensive attack and surrounds herself and possibly anyone if she so choose for protection.
Next is Silence Glaive Surprise, and even this is still pretty strong; the amount of energy buckles and cracks the ground around her. It's not shown to it's entirety in the next season, but it is a defensive attack in the manga that can be thrown at an enemy.
Lasty, Hotaru's final attack is Death Reborn Revolution. The words are never uttered in the anime, but soon Hotaru will awaken as a Senshi and use this in another dimension against Pharaoh 90. Using this attack quite literally destroys the world. The outer senshi state this is the attack she used to seal away Queen Metallia and Beryl out of what was left of the Moon Kingdom. It is the last case scenario and why Sailorsaturn has been feared. It's a simple drop of her glaive and the world becomes destroyed. She uses this knowing the risk of killing herself as well as the world and is prepared for this option.
Of course, the latter of her powers won't be used until Hotaru awakens.

Hotaru is the only child of a brilliant genetic scientist Professor Souchi Tomoe, and his late wife, Keiko. By the judge of her surroundings, this family was well off. Tomoe was respected as a scientist, versus his manga counterpart who was regarded differently. Although the manga states that Keiko died in the initial explosion, it does not quite verify this in the anime. He was known, even to this day, to do constant genetic research with plenty of other scientists. When Hotaru was five years old, Tomoe was showing off a machine that show-cased the ability to splice genes. While Hotaru was leaning against the glass to look at it, she was the first one to notice the unusual dark energy forming in the machine. She asked her father what was going on and was ignored by the group of adults the first time. When he looked again, it was a split second too late and the machine exploded, with Hotaru the closest to it.
Instantly, this explosion killed everyone, but Tomoe, leaving him devastated and it seemingly opened a portal to another world. While he was left sobbing over his lifeless body, a disembodied voice asked him "Do you want to save that girl? I will save here, but you must agree to these conditions". Tomoe told the voice he'd do anything to save his child, so her agreed. He basically agreed to becoming a host to an alien entity as well as leaving his daughter to be a host to the second in command to this voice. The voice was Pharaoh 90, who exported his cohorts in this dimension, known as the "Death Busters". By becoming a vessel to Mistress 9, Hotaru was left weak and frail, and the most horrific burden of all: She was unaware of it, most of the times.
Hotaru grew pretty sickly, but she also had a darker personality under her weak, shy appearance. At a young age, Hotaru had stumbled into her bedroom to see that her goldfish had laid dead on the floor; asking who did it, Kaori, her father's secretary and a member of the Death Busters, informed the little girl that she had did it herself. Hotaru shook her fed, insisting that she didn't, only to have Kaori telling her that she did and she should clean up the mess. For the rest of her life, the same situation would happen. Hotaru would slip into "seizures" and violently lash out, only to snap out of the seizure to find that she had hurt someone she never meant to or without knowing.
Her classmates regard Hotaru as creep and they seem very much afraid of her and her strange abilities, even the gift of healing others. Because of this, Hotaru grew very withdrawn, shy, insecure, and even pessimistic at times. As time went on, Mistress 9 still dictated to find the pure hearts, to find the talismans to unlock the Holy Grail, a tool she would use to summon Pharaoh 90. When Sailormoon and the others finally unlocked the talismans and the Holy Grail, Mistress 9 became more violent and persistent, leaving Hotaru weaker.
By this time, Hotaru was strong enough to venture outside to a park where a movie was being filmed. While she was reading and keeping to herself, she saw a little girl chasing after her hat. Hotaru immediately went after it, dropping her book and pushing her body to a limit to go after it and bringing the little girl's hat back to her. She was introduced to Chibiusa, who became her good friend. Because of the attack from a daemon and the commotion prior, Hotaru had ended up fainting temporarily. Chibiusa insisted that she walk her to her house where Chibiusa was introduced to her father, the professor. Chibiusa introduces her as his daughter's new friend and Tomoe seems very happy that his daughter has made a friend and he tells Chibiusa she's welcomed back any time.
So she does, she plans to come back to Hotaru; she asks all the other girls what she could bring to Hotaru. Usagi overhears this and thinks that Chibiusa has made friends with a boy. To cover up her noseyness, she tells Chibiusa and the others, that it's only fair that being a relative of Chibiusa (even her mom) that she should meet her new friend. They go to Hotaru's door and are greeted by Kaori. After the initial shock Usagi of seeing Kaori again (whom she believed to be dead and assumes that this is a person who looks exactly like Kaolinite), Tomoe welcomes them in and informs Kaori these are Hotaru's new friends.
So the two awkwardly wait in the living for Hotaru to come, who slowly comes downstairs after having a seizure. Upon seeing Hotaru, Usagi goes on how Chibiusa lied to her, saying that she thought Hotaru was a boy; the two get into a small argument and Hotaru laughs at the exchange. Kaori comes back in with coffee, Hotaru seems to get very upset and tells her to stay out of family affairs, leading both girls with the coffee up in her room. By the time she gets upstairs with them, Hotaru collapses, is helped up by both girls. While in a daze, Mistress 9 notices Usagi's brooch and crystal, making a mental note of the girls' powers. While in daze, she asks the two if she said something, vaguely stating that sometimes it seems like someone else is talking sometimes.
Hotaru is presented with gifts when both girls realize that the manga they presented is currently being autographed by the author. Without hesitation, they drag poor Hotaru along to the bookstore. Getting down there, Usagi is the first to see that the author is, in fact, the next target to a daemon. Usagi tells Chibiusa to take Hotaru elsewhere, so the two girls make a b line to Crown Arcade while the Senshi destroy the daemon and return the pure heart back to the author. Later that night, Usagi and Chibiusa talk about Hotaru; Usagi soon realizes how fond Chibiusa is of Hotaru, especially going on how sweet she is and it was her first time at an arcade.
Later, Chibiusa returns again to Hotaru's house, after Mistress 9 was dictating to a possessed Tomoe about pure hearts. It left her momentarily weak, lying on her bed, so by the time Chibiusa rang the doorbell, Hotaru was assumed to be resting by Kaori. She's shooed away by Kaori just as Hotaru comes down to ask who was at the door. Kaori tells her that her friend came down again, and remarks how selfish Hotaru is for pushing her body while her father worries and research. It leaves Hotaru to run after Chibiusa after a block or so. When she is able to catch up to Chibiusa, she collapses in her arms.
Ami and Usagi are there in a nick of time for Ami to take her to her mother's hospital. All three wait for her to wake up, Chibiusa worries that she made Hotaru push herself and Usagi assures her she wouldn't have done it if she didn't want to see Chibiusa. While Hotaru sleeps, she has dreams of her dead goldfish and the classmate she injured, her father telling her she's not bad, at all. When she wakes up, Chibiusa is overjoyed and assures her she's not in pain; Ami tells her that her mother will check up on her, but Hotaru informs her that her family has strict conditions and Hotaru should never consult a doctor outside of the family.
She apologies profusely and tells them she has to leave. As they tell her to rest, Hotaru tells them that it was one of her weaker seizures and she'll be fine. Hotaru leaves the room, Chibiusa follows her, telling her that she'll walk her home. The two are going down the hall, Usagi calls out and tells her to come over to their house sometime. The two are outside of the hospital and Hakura is outside sitting in her car, offering a ride. As she drives them back to the Tomoe house, Hakura automatically notices something off about Hotaru.
They pass right by another target being attacked by a daemon, Hakura tells the kids in the back she's going to grab a drink; Chibiusa tells her to wait and tails after Hakura, callin the others. By this time, because of the daemon, Hotaru is sent into another seizure. Minutes later, the daemon makes it over to Hotaru in the car, Hotaru is temporarily overcome by Mistress 9, paralyzing the daemon, leaving her to be destroyed by Sailormoon. By doing this, the senshi realize what kind of power Hotaru has, especially Hakura, who later makes this as an argument to kill Hotaru. When Hotaru recovers, she seems to vaguely know she slipped again, telling Chibiusa she shouldn't see her again, Hotaru heads back home.
Chibiusa tries again, despite Hakura telling the others not to let the two interact. She leaves a note to Hotaru to come join her on a picknick with Mamoru and Usagi. Hotaru agrees much to her joy, especially after Tomoe being insistent that Hotaru go have fun, expressing guilt for being wrapped up in his work. Hotaru goes and even gets to play with the other girls. Despite being upset that she can't spend more time with her father, Hotaru and Chibiusa seem to patch up their friendship.
Hotaru writes a letter of support to an athlete, one she looks up to because of his childhood illness, something Hotaru could relate to. Kaori mocks her that she will be too afraid to send it, Hotaru tells her to leave, she comes back again to taunt her how it's a love letter. Hotaru later then arrives at the Tsukino residence telling Usagi and Chibiusa how scared she is to send it out. Here, the girls, yet again, have a great idea of making her deliver it in person.
So they take her to the track where the athlete is practicing. Initially, they are blocked by couches; while the girls cheer for Hotaru to deliver it, she hesitates, just as he's attacked by a daemon, too. Hotaru is taken off the sidelines to recover, because the shock of the attack and watching her letter burn up, leave her in a fit. When the daemon and Mimette attempt to escape, the daemon, comically enough, stops to tell Hotaru that they should take her to the medical wing. Enraged, Mistress 9 sends the daemon flying back out on the field. Who else sees this but the outer senshi.
When the dust settles, the outer senshi vow to watch Hotaru. Chibiusa and Hotaru seem to be in frequent contact after this, Hotaru slowly gaining more confidence with herself and enjoying Chibiusa's company. One day, the two are playing a card game, which Hotaru loses. She pessimistically replies "The joker must really like me" Chibiusa starts a new game, a game that Hotaru's really good at, but even then, the girl remarks that she'll win. Down in the basement, Tomoe departs to get snacks and drinks during their daemon creation. As he leaves, Mimette pours in a bunch of items relating to games.
It overwhelms the machine, and it explodes. It creates some bizarre rift in time, distorting everything. It leaves Hotaru's house changing, ranging from fish in her dresser, a lion in her desk, and the scenery constantly changing. When Chibiusa says it's too hot, the rain forest turns to the artic, and it shifts to a cavern, in which Chibiusa falls. Hotaru catches her, but barely holds on. Thankfully, the Senshi teleport in the house in time, Venus uses he chain to pull the girls back up.
They regroup and Mercury informs the girls that they can't take Hotaru and Chibiusa at once. Hotaru tells them to take Chibiusa and leave her, yet again, being self-punishing, telling them that "I'm someone who shouldn't have been born, anyway". Moon reassures her they're going to find a way out and that she's valuable, especially to Chibiusa. Hotaru thanks her, and the group shifts again, with Mercury guiding them with her computer, to the final room to where they find the daemon behind the shifts.
Interestingly enough the daemon says, despite being a villain, she's a pacifist and against violence, instead challenging them to games. Each games, she cheats, trapping the senshi. Hotaru and Chibiusa challenge her to cards. Chibiusa seems to win the first game, but the daemon knows how Hotaru's sensitive, challenging to the game that she was losing prior. Shuffling the cards, she reassures Hotaru not even she knows which one is the joker, but has secretly marked the card. Hotaru picks the ace of hearts and faints from the commotion. The daemon refuses to let them go, Chibiusa accidentally frees Sailormoon with her failed attempt at attacking the daemon. The daemon is destroyed and Hotaru is carried back to her father.
Or anyone would hope, but.
personality:
At the age of twelve, Hotaru also has a very worldly maturity and prudent disposition. Naturally, because she attends Mugen Gauken, Hotaru is very bright for her age, ignoring the fact her father is the owner of the school. But more importantly, Hotaru's life has been hardship after hardship. She's lost her mother at a very young age and has very faint memories of her with her father. She also fell victim to an explosion at the age of five, that, for lack of better words, killed her. Because of this explosion, it's left her very physically weak, something that seems to bother her, as her stats list her least favorite subject being physical education. Beyond that, Hotaru feels very heavy distance from others her age, outside of her maturity.
She is shy, meek, and very timid; she speaks with a very soft voice and is exceptionally polite. When others (read: Usagi and Chibiusa) are frequent to change their mind and change the course of plans, Hotaru goes with it, without saying a word. Not only does this say she's very patient, but she wants to see those around her happy. The happiness of everyone around her means a lot to Hotaru. It makes her very self-sacrificing, telling the senshi to leave her behind to save Chibiusa and as well as reassuring others that she feels fine when she doesn't.
At any given time, she's lonely and very insecure. Hotaru is very apologetic. She wants friends and despairs when they're in danger because of her. It does take her a while to open up to others, in fear of hurting them, but eventually, Hotaru does open up to them. Even with friends, like Chibiusa, Hotaru is still a little shrewd and prudent. Her insecurity is definitely marked by the fact Hotaru seems to have a self-sabotaging streak to her. She remarks herself with pessimism at times, telling others she isn't sure why they wouldn't bother with her or tell them to stay away, because she's a danger. This makes her a classic Capricorn, in any event. She is simply devoted to very much anything she does and those she associates with.
Although to contrast this, naturally, is her darker side, Mistress 9. Hotaru has been left distraught, even questioning if there was another person inside of her, the one that purposefully hurts those she cares about and makes her isolated as possible. Being frail, shy, and timid, the fact there's a violent personality, even sadistic one, makes her very scary, which makes her classmates very afraid of her. Mistress 9 doesn't seem to care about her host, at all, nor the people around her, consumed with the desire to find pure hearts, but exceptionally dependent on the Death Busters. To lose this dependency will mean Hotaru will be prone to more snapping, physically drained, and hesitant of others.
In the long run, Hotaru is best regarded, again, by her devotion and self-sacrifice. Bits and pieces of Sailor Saturn leak through Hotaru. As a senshi, she will lay her life on the line many times for others and will wait in the dark patiently for her time to come. She will raise a Glaive against her princess, because she firmly believes in her duty to end everything, if needed. Despite, later in the series, Saturn stands boldly and fearlessly up to the Queen of the Dead Moon circus, risking her life to protect and her belief in the others. Her faith and courage will not he shaken. How is this an aspect to Hotaru now? Hotaru is still faithful, dutiful, and courageous.
No matter how many times she may cut herself down, or steer away from people, in the end, Hotaru is still sickeningly devoted. Will it leave her to be a doormat and clueless to ulterior motives? Yes, if she isn't already, she will be in the future. She underestimates herself and others, she limits herself. Guilty of self-loathing, Hotaru is just as guilty of limiting herself and not branching out. So really, if it wasn't obvious from the multiple personalities, Hotaru has many layers.
why do you feel this character would be appropriate to the setting?
Admittedly, Hotaru would be a very weird placement here. She isn't strong, at all, she's meek and very shy. She's also very young and still growing. However, Hotaru's difficult past has left her to adjust to changes and adapt. In the face of difficulty and fear, Hotaru is still, well, mature, and that can't be stressed enough. She's just as capable of physically strong characters of baring the worst and moving on with life, because Hotaru has pretty much done that.
Hotaru is also a gifted healer, even if it drains her -- actually, Hotaru would likely not care. She can easily be picked up under someone's wing and will be devoted and hardworking to help them. Because of her latent and hidden senshi abilities, Hotaru is sensitive to the spiritual realm as well; to back this up, she frequently caves to her seizures when a daemon manifests.
And then there's Mistress 9. Mistress 9 would still continue her plans here, even find a way to lure the Holy Grail over to this realm. Likely, there wouldn't be an alternative to the grail, but she will still attempt to find a pure heart through subconsciously watching Hotaru make friends. This entity is without remorse, sure, but she will be cautious and manipulative, even manipulating Hotaru at times to bond with others.

[Given the circumstances, Hotaru isn't even remotely surprised by her surroundings. Although she distinctly remember someone telling them they didn't have very much longer. As calm as she is, there's a sense of urgency. It's like she just woke up, stumbling to her feet, Hotaru seems like she's half-awake and yet, there's something else. Currently, she's walking around, barely here; it's two people seeping through one voice, one consciousness. Something telling her to investigate, to move around. What an idiot, this voice tells her.]
This is- Are they real? Is this really here? Chibiusa-chan...?
[The hazy voice fades away, Hotaru seems to be recollecting herself. She's pulled herself off from the ground, which means, yes, she had just passed out before arriving here.]
Oh, no. Chibiusa-chan? Can you hear me? Please reply. We won, didn't we? Did I mess up?
Third Person Sample:
Hushed whispers weren't uncommon in the morning to say the least. A heavy yawn escaped from her lips, in which she was polite enough to cover the fact. Fuzzy violet eyes still focusing in on the lit hallway, down to her home room. She could catch sight of that girl with long, black hair pulled back into a pony tail. It took a few seconds, but Hotaru instantly recoginzed her -- and took a step back, still as a board, in hopes she'd pass by. She was mean, Hotaru recalled. Her shoulders stiffened as more of her classmates passed into the room, not baring a glance at her.
It'd be one of those few times Hotaru was glad for that. The girl with shorter hair - shorter than her hair, even - stood near the doorway, and instantly clasped her little hands over mouth in surprise.
"Are you okay?" She called out to the others in the room, followed by the light patter of her steps. No, she was okay, Hotaru remembered. She didn't say anything. But it peaked Hotaru's curiosity finally. With hesitation and reluctance, Hotaru walked to the doorway, thinking that if she moved slow as possible, she could be spared a jeer or two. Maybe.
It was in plain sight, to say the least. How perfectly gathered they were around the desk caught Hotaru's attention. A boy. The boy who didn't say much of anything, who seemed perfectly polite, never spoke out of turn. She forgot his name, but her sad, violet eyes fell on his arm. A cast?
But there, finally, they were glancing up at her. That girl with the pony tail was whispering in someone's ear, the disdain in her heart grew. His arm... what had happened? He was kind, Hotaru thought. The cast over his wrist - did he break that? Didn't that hurt more than anything on the arm with all the bones and the joint? She frowned, gained a bravado when she walked into the room. Even a few of the students took a few steps back. Hotaru placed one hand over the cast-
"No!" The boy jumped from his desk, causing his chair to fall; Hotaru flinched at this, holding her chest.
"What?" Hotaru almost stammered, knitting her brow in confusion, now staring at the blank and frightened looks dawning her. They were staring at her with looks of shock and discontent.
Please don't stare at me... please don't. Oh, what happened?! What did I do?
"You did this!" The girl with the pony tail, of course, had to inform her. Hotaru shook her head.
I did this? I wouldn't hurt anyone. "What?" She repeated with more urgency, shaking her head. She could almost feel tears brimming at the corner of her eyes, feeling the need to break out of the class room into a run.
"You... you broke my wrist," The boy's face twisted, but then he was quick to glance away, "Don't come near me again! I don't want to be thrown across the room, just because I pick up your pencil!"
Did I- Oh, no, no... not again.
Hotaru dropped her head, and without hestiation, left the room as quickly as possible. After all, it wasn't uncommon for her to leave very ill. If she called her father, he could smooth this over with the teachers easily, being a professor here.
I want my papa... I want him. He'll help me. I don't want to be here, I didn't mean to... I would never hurt anyone.
