They probably would. Though from what you've said of him, the part where he's possessed by a spirit that can the doesn't seem the type to desire power. Then again, that might be a qualification in and of itself.

I don't think there's a single nation in the history of mankind -- regardless of which world you come from -- that is entirely evil. It's always the people in charge that use nations for evil.

Yeah. Monarchies are especially bad about that. In my world, virtually all countries have representatives chosen by the people. It's far from perfect, of course, but for the most part, it keeps problems with bad rulers to a minimum.
