My client moved to NC from TX on December 21, 2005, and had no income for the last 10 days of the year, so this is his first NC return. And I didn't mark him as an NC return until his stuff came in earlier this month, or the computer would have extended him for me. :P
The late payment is completely his fault, and will be a recurring problem. But from NC's perspective, he's never paid them late before. ;)

i know that in general, if there's a form or certification or standard from somewhere else--- NC won't accept it.
You even have to get special short-term insurance certificates to go take the driver's test. never mind all the crap jim has to redo for work....
