I believe this is actually a combination of the annual military budget plus some expenditures for the two wars. The regular military budget is a little over $400 billion per year. The other $90 billion or so is for actual combat operations in Afghanistan and Iraq, although that number will almost certainly double or triple over the course of the year - as the president always underestimates those types of costs.
