Were you possibly watching the intro to CSI Mami? Do I know you too well? =]
For some reason whenever I hear a song by The Who I now immediately think CSI. Great programme, even better song...it's all good.

Hun, you missed:
9. Introduce a postal voting system that doesn't work and has so few checks and balances that it is possible for a one roomed flat to register twelve votes and a four bedroomed household to not get their vote registered at all. ;)
