I learned at Museum of History & Industry today that the odd half-built ramps off SR-520 in Seattle near Montlake are artifacts of an aborted attempt to build an expressway to parallel I-5 back when 520 was build in 1963. Yo Peter,

How goes the city life?
A lot of DOT's will try and salvage or leave non-detrimental infrastructure in place. There's always a chance you might get to use it in the future. Also, it also costs money to demolish, remove, and store the remnants of even partially completed projects.
