I have seen people get puzzles and coloring books, but to me it is more annoying to have to recap what we are voting on to these people.
puzzles, coloring books, candy. A cardboard dinosaur skeleton (some assembly required) that was sent to me by section staff still has a special place in my heart.
I remember when I was at the 2004 Denver convention, my region (Region 3) had a great system called SHABAM (I forgot what that's an acronym for) set up where we bought soda, snacks, even little trinkets ahead of time, and kept them in one of our hotel rooms. We had a volunteer from our region (who signed up upon arrival, if not ahead of time) in the room at all times that the legislative session was ongoing, as well as a runner. If the delegates needed stuff, they'd just need to send us a note and we'd run it down. Sometimes we'd send them stuff just because. I wasn't a voting delegate, but I did volunteer for the effort. As I remember, it was really well-organized, and a really great model I think for making sure our voting delegates could get through the convention.

I like the water suggestion, but I'd like to suggest, if it can be found, something that is lightly flavored but not sweetened. I remember as a Delegate that it was easy to get sodas, juices, etc, but my codelegate was diabetic so those weren't good choices.
What might work well is to make up large quantities of "bug juice" -- Kool-Aid(tm) or similar made to half-strength -- and keep bottles of that flowing to the convention floor.
If you want to get fancy, it's easy and fast to make rice balls and send them to the floor for a quick eat-and-go food that's not too messy and better for you than most of the alternatives. Simply make (in a rice cooker in someone's room) a large batch of short-grain rice, flavor it with sugared rice vinegar (as for sushi), and form into 1-2" balls by hand. Pack 4 into a tray or small bag, and it's a quick snack -- and you can bet your delegates will be the envy of the floor :-)
