Bill had celebrated his birthday with a fair number of girlfriends, it must be admitted. His first girlfriend, Rebekah Turpin, was during his third year at Hogwarts and they started going together just after Halloween. So Rebekah didn't have much time to get to know Bill before it was his birthday.
So the generic gifts of a new pack of Exploding Snap cards, some Chocolate Frogs, and a quick kiss were all very satisfactory to a freshly turned 14-year-old, even if it did wind up being his friends who played the game and ate the candy (Bill didn't really like either Exploding Snap or Chocolate Frogs). The kisses were all his, after all. Until Charlie started dating her the following year. Still, Bill did feel vaguely guilty when her birthday came along in May, and they'd long since broken up.
The next girlfriend he managed to celebrate his birthday with was his fourth, during his sixth year. He and Kitty had known each other for years and they were both prefects, so her gift of a specially designed Quick Quotes Quill for History of Magic was much more personal. She knew Bill had a hard time staying awake for Binns' droning lectures first thing in the morning.
Bill dated only casually after Hogwarts and he certainly hadn't expected joining the Order of the Phoenix to help his love life. But he met up with Fleur again by moving back to England and by the time his birthday came around, they'd been going together long enough that Bill could expect a gift. Bill wondered sometimes how the female brain worked, and how long was long enough. But he'd learned to leave questions like that unasked.
"Do you 'ave plans on your birthday?" Fleur asked a couple of weeks before.
Bill shook his head. "No, Charlie will come here for a night out, but we do that later."
"Are you sure?"
"Yeah, his birthday's December 12th, so we usually just split the difference. Ever since we were kids."
"Wonderful! Zen I will 'ave you on your birthday--do not make any other plans." She looked suddenly very strict.
"No, ma'am. Exclusively yours."
"Good." She leaned over and kissed him briefly. "Will we still 'ave dinner tonight?"
"Of course."
"Zen I will see you after work." She started to leave.
"Hey, don't I get to know what we're doing on my birthday?" he protested.
"But it will be a surprise. Surely, birthday surprises are the best?"
Bill smiled back at her, but he'd always been the sort to try to find out what his presents were before they got them--living at Hogwarts was unfair, he could never unwrap and then rewrap his birthday presents like Percy and Ginny could. (Although they of course they never did--they said they liked the surprise. It drove him mad.) But his birthday was only two weeks away, and he could wait that long.
But not patiently. And not without at least trying to find out. Fleur had a talent for dodging questions, or at least distracting him. She was very good at distracting him.
"At least tell me how to dress," he finally said, remembering how that trick had worked on him, got him to admit he was taking a girl out for dinner in a fancy restaurant, when it was supposed to be a surprise.
She sighed, perhaps thinking of a similar occasion in her own life. "Casual," she finally said.
He waited, hoped for more. "What kind of casual clothes? Muggle clothes? Robes?"
She raised an eyebrow before her eyes flickered to the slacks visible under his work robes. "Usually, do you wear nuzzing under your robes?" she asked, looking very interested.
And Bill felt himself blush like he hadn't since his Hogwarts days. "Never mind. I have to get back to work."
She didn't bother to hide her smug smile. "Au revoir."
Bill decided to just wait the remaining two days without asking anymore questions.

Bill met Fleur at the Leaky Cauldron, appropriately casual. He did have a a jumper and jeans on under his robes, just in case they did wind up somewhere Muggle. Fleur had him well and truly baffled about what to expect. When they ended up at Ellis Moor, Bill just stared. "Why are we at a Quidditch pitch?"
Fleur grinned up at him. "I asked at work...zey told me zee Magpies are your favorite. Now, zee Magpies are 'aving their practice game, against the 'Olyhead 'Arpies. And we can go and meet zem after zee game is over--zere is a dinner." She pulled out two tickets. "It is worth zee wait, no?"
Bill just stared.
Her smiled faltered. "Is it wrong? Zee wrong team?"
"No, no!" Bill hurried to assure her. "I love the Magpies. I just...Fleur. Wow. Fleur." Bill pulled her close, kissed her hard. "This is amazing!"
She kissed him back. "Good. 'Appy birthday, Bill."

There was really only one present to get a girl like that. So when Fleur's birthday came in the spring, Bill got on one knee, showed her the ring, and really hoped Charlie hadn't been messing with him when he told Bill how to say it in French. "Fleur, veux-tu m'épouser?"

Author's notes: Fleur's accent? Yeah, really hard for me. And probably pretty inaccurate. I don't know, sorry. And I'm hoping that Google didn't mess with me about the correct way to ask someone to marry you in French.
I have no idea what Bill's favorite team is. I just picked one at random. Yep. And I don't know when Fleur's birthday is, either. I am just taking all sorts of liberties. That's how I roll.
