Well, I emailed ATi tech support. Since the video card was bought back in late June (though technically I've only used it for like a week and a half of that time) its past the 30-day return policy for Fry's

Yeah, ATi responded with the most useless email ever; consisting of cut+pastes of most of their on-site FAQS.
::sigh:: I responded, and specified that I blame the problems on the card unless a more specific addressing of my problems can be given, since they certainly weren't trying very hard to actually tackle the issue of Direct3d 8 and 9 not working.
