I'm just guessing based on his looks, history and the fact that I'm a Norwegian myself, but this is how I think Norway's personality is like.
A quiet guy, not really shy, just somewhat distant like anon mentioned. Loves nature and has a pretty wild imagination (he sees fairies, lol).He's also very stubborn and despite his size he sees himself as extremely important and one of the greatest countries ever XD
The only Hetalia!canon thing I can remember off the top of my head are Norway's little fairy/gnome things (ha! already mentioned) and that fandom thinks he might be a cooldere.

The beauty of having NO CHARACTER INFO, THANK YOU HIMARUYA, is that you're free to play him however you like. Most of his 'in-character' stuff is just assumed from a few drawings, I will laugh so hard if he turns out to be the Feliciano of Scandinavia (he has one of those curls after all!).
I'm a fan of Real Life/Historical!Canon myself and looks like you've done a lot of research about Norway, so whatever you come up with won't be, you know, out of nowhere. Just have fun with it -- and join me in poking Himaruya until he makes a Northern European strip already.

You got down the gist of Norway's Romantic Nationalism movement in the 19th century, so I suppose simply for posterity's sake, I'll say that it was what entrenched Norway in its folklore-and-nature identity (and Scandinavian, as much of the Nationalist movement was encouraged by Danes and Swedes who found Norway's underrepresented culture fascinating/wanted to earn a bit of glory for themselves).
More importantly, the fairy thing on Norway's shoulder is a nisse. (You probably know this, but just in case.)
I haven't seen you play yet since I've been really busy, but I'm sure it's going swimmingly. :D Good luck!
