What we really need to do is get rid of all the ballot-box budgeting that has written constraints into California’s constitution, both Prop 13 and all the various spending initiatives that tie the legislature in knots when they have to pass a budget.
California also has judicial mandated budgets to deal with too. The ballot box budgeting was a nice idea, but didn't quite work out as intended. Such things should have a time limit for the people to go back and revisit in say 5 or 10 years. Budgets with no flexibility is very problematic and as one of the charts I've found, the people who suffer are usually the people who have the greatest needs...Kids and Seniors.
