why was there no public reaction to Bush losing the election and still assuming the presidency?

When you say that Bush loses the election, are you meaning that because he lost the popular vote and that the official outcome came out as Gore winning the state of Florida thereby basically winning the presidency and then only after this moment was our state viewed as incompetent voters and forced to recount only realizing Bush was the true winner?
