I had a dude run up to me in Paris and tie a bracelet on my wrist. I kept walking and he got increasingly abusive as he realised I wasn't giving him any money. He started calling me a thief, I said that as I hadn't agreed to the transaction then I wasn't going to pay. Serves him right for tying it on so tight.

Yes, sounds like the exact same scam! I'm wary of anyone who wants me to stop while walking in general.
