Why would you need a boulder from inside the globe? It's not like you're going to open it and shrink down to the same size and have to... Roadrunner him, or something. [He almost says something about there being someone else more worth the effort, but really. Rassilon is forever etched into his personal archives as a bit of an asshole.]
