Bethnal Green? Good God, that was the worst cesspit in London in the XIXth C, which is saying a lot. It sounds like you are in the western part near the old Friar's Mount (aka the Nichol), which was the worst of all.

RE the Elephant: I spent quite a bit of time at the IWM not far away. I kind of liked it, there were some good-looking old pubs around there. Also, the Elephant's greatest son, Mr. Caine, has a new volume of autobiography coming out. If you haven't read the first, you should. It's simply hilarious, and very intelligent, too.
