It does seem a rather biased phrasing. A second language is useful, but if I were a Chinese or whatever else American I'd be a little peeved right now. One single language as a primary language -for education and all legal transactions is really the prerequisite of one unitary nation. We have 13 official languages. It's a mess. English is the lingua franca, but not language of instruction. That's a disaster.
