I'm actually surprised this icon won and by a long shot too! I thought for sure the Card Captor Sakura or Clover icon would've gotten the most votes ^.^ Anyways here you go! :)

Made with Photoshop CS3. Is graphic heavy with a lot of steps and involves selective colouring.
Start off with our base. I add a Curves Adjustment Layer to adjust the colours a bit and bring out the pink colours.
Create a new layer and fill with #021948 and set to Exclusion, 100%.
Add a new layer and fill with #4B0D0D and set to Exclusion. I kept the opacity at 100%, but you can always lower the opacity.
Fill another new layer with #CECECE, and set to Color Burn, 60%. This is really nice for giving the icon some contrast.
Add a new layer and fill with #FDC2D9, set to Soft Light, 50-80%.
I've finished adding the colour layers I wanted. Now, because I duplicate my base, bring it to the top and set to Soft Light at 100% opacity.
At this point, I decided that I wanted the icon to have mostly soft pink and some yellow colouring. So I grabbed the following textures by
vol4itca and
soaked respectively. Then I set both to Screen 100% and moved them to the right side of the icon.
vol4itca's texture I added a Gaussian Blur to make it looks softer. (Normally this step comes after I add the colour adjustment layers but the textures ended up looking brighter and better under all the adjustment layers)
Next step involve colour adjustment layers, as usual. First I start off with a Colour Balance Adjustment Layer and then a Selective Colour Adjustment Layer to bring out some of the colours and tone down some others.
The icon doesn't look like a lot at this point. The colours are bland and I haven't achieved bringing out a soft pink colouring yet. So my next steps involve adding a Channel Mixer Adjustment Layer to do just that and a Levels Adjustment Layer to brighten the icon.
The colouring is done for the most part and now I want to make the icon a but softer. So I Select > All and then Copy Merged and paste it as a new layer. You should get a new layer that looks exactly like the icon so far. I do this rather than merging everything because I can still go back and edit the colour adjustment layers, colour layers, etc. Set the new layer to Soft Light and lower the opacity to around 50%. Now add a 2-3 pixel Gaussian Blur.
Lastly, I add some finishing touches. And because it's me, I add a Selective Colour Adjustment Layer and a Brightness/Contrast Adjustment Layer. And voila!
